Reply from IBBoard: Firstly, authors aren't forced to provide readme files, although it is certainly preferred.
Secondly, the comment form specifically states not to post comments regarding install or other related issues.
Thirdly, the site has a useful FAQ section, including a 'Using Skins' FAQ.
