A hotfix for the Golden Eagles Force Commander in Soulstorm.

The rest of the GE set ports right over. This FC has no gold greaves.. always hated most of the junk they made him wear. The banner will teamcolour (or should), for those that want to mod it in.
Includes required RSH files as well so he matches the rest of the troops (the very slight glow effect to the gold to make it look metallic/shiny).
