A new texture for the Kasrkin upgrade banner on the Infantry Command that better represents their elite status.

Something that always bothered me was the fact that the Kasrkin banner on the Infantry Command displays a HQ symbol, and not an Elite symbol that represents the type of unit they truly are.
Just a minor change;removed the HQ symbol fom the Kasrkin banner on the Infantry Command and added the Elite symbol from the assasin's banner.
Note: The Ogryn's banner was left untouched since Relic made it right.
File contents: WTP texture file for the Infantry Command banners, plus readme.
Note: This is a texture, not a banner image. It cannot be applied to an army, but instead applies to the texture of the Infantry Command building.
